系统结构的规划和管理

从上至下分为三级：核心节点，地区网络节点和省级网络节点。
第一级为4个核心节点，其间进行peer。
第二级为10个地区级的网络节点，它们直接从第一级获得时间服务。
第三级为28个省级网络节点，它们只从第二级节点获得时间服务。
关键系统服务，如路由等，由核心节点提供服务。
校园网可向第一级节点直接请求服务，但由分配的其地区内的几个临近节点提供服务。
校园网也可向地区内的临近节点直接请求服务。
