解释：读取本地文件内容的同步接口。

方法参数：String filePath, String encoding

filePath参数说明：文件/目录路径。“本地用户文件”须以 swan.env.USER_DATA_PATH 开头（如 ‘swan.env.USER_DATA_PATH’ + ‘/demo.txt’），否则认为是“代码包文件”（如 ‘asset/bg.jpg’）。不支持相对路径。

encoding参数说明：指定读文件的字符编码，默认 ‘utf8’。

同步返回参数说明：
